Terrexo Construct is a renovation contractor based in Beggen. We work in Luxembourg only, on single-family houses, terraced houses and apartments, with our own joinery workshop and one site manager per project.

Renovation in Luxembourg: one contract, every trade

On a full renovation in Luxembourg a homeowner normally coordinates five to eight companies. Here, demolition, electrics, plumbing, plastering, joinery, tiling, floor laying and painting sit inside one contract and one programme.

The Beggen workshop builds the made-to-measure joinery: kitchens, wardrobes, vanity units, bookcases. Where an outside partner comes in, it is one we have worked with for years. That is what makes a programme hold — the tiler follows the electrician, and both answer to the same site manager.

Structural work is priced separately: taking out a load-bearing wall, a steel beam, a slab. Those items depend on a survey and sometimes on a structural engineer, and putting a figure on them before the visit would be guesswork.

What changes when a renovation project is in Luxembourg

Any conversion, storey addition or extension needs an autorisation de bâtir, the building permit, and it is issued by the commune rather than by a national authority. The file has to comply with the commune's plan d'aménagement général, the plan d'aménagement particulier covering the plot, and the building regulations. Heights, setbacks, volumes and site-coverage ratios differ from one commune to the next, so what is approved in Bertrange is not automatically approved in Luxembourg City.

An architect is required as soon as an autorisation de bâtir is applied for, with one useful exception: interior alterations that touch neither the load-bearing structure, nor the façade, nor the roof. Where plans go into the file, they must be drawn by an architect or a consulting engineer registered with the OAI, the professional order.

On a principal residence the work may fall under the 3 % TVA logement rate instead of 17 %. For renovation the dwelling has to have been completed at least ten years before work starts, and the total benefit is capped at €50,000 of VAT per dwelling. Authorisation from the AED, the registration and VAT authority, is applied for before the site opens, not after the invoice.

Energy work — roof insulation, wall insulation, replacing windows, a heat pump — comes under the Klimabonus scheme, administered by Klima-Agence, which also covers energy advice and LENOZ certification. Conditions and amounts are checked measure by measure and confirmed with Klima-Agence before the work is committed.

How a renovation quote gets made in Luxembourg

A site visit and a dimensional survey, then a detailed quote within ten to fifteen days. Every item appears with its quantity and its price, which is what makes it comparable with a competitor's. We come back to you within 48 working hours of an enquiry.

Indicative orders of magnitude: from €1,600/m² for an interior renovation or a loft conversion, from €2,800/m² for an extension, from €12,000 for a complete bathroom. The final price depends on the condition of the existing services, access to the site and the level of finish. Professional liability insurance is included.

Frequently asked questions about renovation in Luxembourg

How much does a full renovation cost in Luxembourg?

From €1,600/m² for a complete interior, excluding structural work. On 100 m² that puts the budget around €160,000. The gap between two projects of the same floor area comes mostly from the condition of the existing electrics and plumbing, the number of dropped ceilings needed to run services, and the level of finish on the joinery.

Do I need an autorisation de bâtir for an interior renovation?

Not always. Redecoration, replacing floors or refitting a bathroom with no change to the structure or the façade generally does not need one. As soon as a load-bearing wall, an opening in the façade, the volume or the use of the building changes, the application goes through the commune. We check the point before quoting, because the processing time feeds straight into the programme.

How long does a project take?

Four to eight weeks for a bathroom, two to ten weeks for an interior renovation depending on floor area, four to twelve weeks for a loft conversion, four to twelve months for an extension that needs a permit. The commune's processing time is added to the construction programme and is outside a contractor's control.

Can we get the 3 % VAT rate on a renovation?

On a principal residence completed at least ten years ago, yes, capped at €50,000 of VAT per dwelling. Authorisation from the Administration de l'enregistrement, des domaines et de la TVA has to be obtained before work starts for the rate to apply directly on the invoice.
